Vladimir Putin claims a right and duty to intervene to protect ethnic Russians and speakers wherever they live and regardless of their citizenship. He used that as a justification to invade Georgia in 2008 and Ukraine in 2014. 25 percent of the populations of two NATO member states—Estonia and Latvia—are ethnic Russians.
