The storming attempt of the ZNPP was the climax of a strategy which was using the IAEA as a tool to seize back the plant. Once the UN inspectors inside, the Russians would not have been able to counterattack.
I guess that the suicidal counteroffensive toward Kherson was even a collateral aspect of this strategy to seize back the ZNPP
