They had some reason to make their hopeful assumptions as the U.S. State Department press releases announced that the meetings would “highlight cooperation that promotes peace, security and cooperation in the Indo-Pacific region and around the world.”
The Chinese certainly hoped that the sanctions imposed under Trump’s watch might be rolled back by the new administration and that the new team might respect China’s sovereign right to pursue its economic interests without being seen as an opponent to the decaying western empire. They have understandably gotten quite tired of dealing with the constant unipolar intimidation as has been so common since Obama’s Asia Pivot was first announced in 2012. In response to the pressure of a dying empire attempting to insecurely impose its will on a growing nation which will soon find itself as the economic leader of the world, China has responded consistently with class and restraint calling for cooperation and dialogue.

Beijing has accused the U.S. of perpetuating a Cold War mentality as President Joe Biden and senior administration officials shore up alliances in the Pacific region to counter China’s growing influence and increasingly describe the country as a geopolitical threat. Vijay Prashad, director of Tricontinental: Institute for Social Research, says the “bellicose” tone out of Washington is not because the U.S. sees China as a military threat, but because China threatens U.S. dominance in the scientific, technological and diplomatic spheres. “It’s very chilling what the U.S. government is doing in ramping up this cold war,” says Prashad.

Regardless of what one thinks of Socialism with Chinese Characteristics, anyone on the left must support China against US-led imperialist attacks and the New Cold War. The prominent Belgian Trotskyist economist Ernest Mandel was by no means a supporter of Soviet socialism, but he insisted firmly that the Soviet Union must be defended against imperialism. Arguing against Tony Cliff’s slogan of Neither Washington nor Moscow, he wrote: “Why, if it is conceivable to defend the SPD [German Social Democratic Party] against fascism, despite its being led by the Noskes, the assassins of Karl Liebknecht and Rosa Luxemburg, is it ‘inconceivable’ to defend the USSR against imperialism?”111
