White House Says Georgia’s ‘Foreign Agents’ Bill Threatens Relations
The US and other Western nations have compared the bill to a similar law enacted by Russia in 2012. The Russian law was part of Moscow’s response to the US government funding NGOs and opposition parties.

Outside parliament on Monday, protesters chanted slogans against what they called “the Russian law”, and shouted “Russians! Russians!” at police and ruling party MPs.
Inside the chamber, opposition MP Aleko Elisashvili was shown on television punching Mamuka Mdinaradze, faction leader of Georgian Dream, as he spoke from the despatch box.
Protesters against the bill told Reuters that they saw Georgia’s future membership of the EU, which is overwhelmingly popular in the country of 3.7 million, as being on the line.
“I don’t like that the government is trying to suppress NGOs and put some labels on them as if they are foreign agents,” said Luka Tsulaia, a 32-year-old computer programmer.
“It’s about maintaining independence and also maintaining the laws so that we can integrate with the European Union better.”

U.S. Helps Pro-Ukraine Media Run a Fog Machine of War
As Congress debates major new funding to support the Ukrainian war effort, U.S. taxpayer dollars are already flowing to outlets such as the New Voice of Ukraine, VoxUkraine, Detector Media, the Institute of Mass Information, the Public Broadcasting Company of Ukraine and many others. Some of this money has come from the $44.1 billion in civilian-needs foreign aid committed to Ukraine. While the funding is officially billed as an ambitious program to develop high-quality independent news programs; counter malign Russian influence; and modernize Ukraine’s archaic media laws, the new sites in many cases have promoted aggressive messages that stray from traditional journalistic practices to promote the Ukrainian government’s official positions and delegitimize its critics.

Opposition members of parliament who attempted to block a bill entrenching the delay were arrested as police fired tear gas at protestors outside.[1] By the evening, the bill which initially proposed a postponing of the elections until August 25 was amended to an even later date of December 15, which was passed by 105 members of parliament (MPs) in the 165 seat assembly.[2] In an interview with Associated Press (AP) President Macky Sall denied he was attempting to hold on to power by delaying the elections. He stated he was “..seeking for nothing except to leave a country in peace and stability….I am completely ready to pass the baton. I have always been programmed for that”.[3] While one might agree or disagree with the official positions of Macky Sall, he can scarcely be blamed for making moves to calm political conditions which have led to deadly riots in recent years.

Moreover, the involvement of Subic Bay, a location not officially listed as a site/base under the expanded Enhanced Defense Cooperation Agreement (EDCA) as the alleged destination of US military fuel from Pearl Harbor, prompts a critical inquiry about its role and whether it might be serving as an unofficial or de-facto EDCA site. Hence, it begs to inquire if Subic Bay is now effectively functioning as a de-facto EDCA site. And if so, could there be other undeclared de-facto EDCA sites serving similar purposes other than the nine declared ones?

Could it be posited that the current Philippine administration appears to prioritize the demands and interests of the United States over its own national interests, sovereignty, and independence, suggesting a level of deference that could be interpreted as reminiscent of a vassal state? This perspective raises questions about the autonomy of the Philippine political leadership and the extent to which it serves the interests of its citizens first and foremost. The lack of public discussion, accountability, and transparency on matters that potentially impinge on national sovereignty could be seen as indicative of a disproportionate influence by the U.S. on Philippine domestic affairs and foreign policy, prompting a reevaluation of the true nature of the bilateral relationship between the two nations.

Biden Admin Awards Over $4 Million In Grants To Programs That Target “Misinformation”
The State Department has awarded the following five grants since September 1:
An $18,000 grant to the Albanian-based non-governmental organization (NGO) the Institute for Democracy, Media, and Culture* to ensure a “whole-of-society response to cyber incidents and misinformation.” The associated program began on September 1, 2023.
A $14,500 grant to Paraguay’s American Cultural Center [Centro Cultural Paraguayo Americano] that will be used to implement workshops that “seek to combat misinformation and promote responsible digital citizenship.” The associated program began on September 1, 2023.
A $15,000 grant to the Faculty of Social and Political Sciences at Udayana University to “raise digital literacy among selected amcors communities, journalists, and social media influencers to combat misinformation, pre-2024 general election.” The associated program is due to start on October 1, 2023.
A $50,000 grant to New York University to complete the implementation of a speaker series that supports “countering misinformation.” The associated program is due to start on October 1, 2023.
A $50,000 grant to the non-profit Digital Rights Nepal*** “to create a sustainable network of youth to promote digital rights, safer internet use and a collective resilience towards misinformation and disinformation.” The associated program is due to start on October 2, 2023.
