MANILA –“We are not satisfied with minimum [deterrence capability alone]…movement is life, stagnation is death,” Colonel Micheal Logico, a top strategist at the Armed Forces of the Philippines (AFP), recently told this reporter when asked about the country’s evolving defense strategy.“We [need] to elevate ourselves into a world-class armed forces,” he added.
But the effort to get a speedy appropriation has foundered after the Biden administration sought $12 billion in emergency funding that would extend disaster relief programs while simultaneously requesting some $24.1 billion in military spending for Ukraine in the same package.
That means that funding Hawaii’s needs for Maui’s recovery has been tied to funding to back Ukraine’s military, an increasingly unpopular topic in some Republican circles. When the House passed its fiscal 2024 defense authorization bill early this summer, a contingent of several dozen House Republicans sought to prohibit additional U.S. assistance to Ukraine.

According to the charge, Penn “impliedly threatened” his employees with reprisals.[17] A 2021 California lawsuit sought civil damages, claiming that CORE failed o pay overtime and minimum wges, provide rest periods, reimburse for business expenses, provide detailed wage statements, and timely pay employees. [18]
In 2022, a former CORE worker who provided support during COVID relief efforts in Georgia sued CORE for unpaid wages. According to the complaint, CORE deliberately misclassified staff as contractors to avoid paying overtime. CORE’s contracts require binding arbitration, which prevents a collective action by multiple employees and keeps the proceedings private.
Lifeless bodies pulled from ruins, roads and bridges ripped apart, entire neighborhoods reduced to rubble — these are the classic earthquake images.
