It is unclear if the 1,000 Guardsmen is an increase in the Pentagon’s force in Africa, or if those troops are replacing others currently deployed. The U.S. has been increasingly operating in countries like Somalia and Niger as the wars in Afghanistan and Iraq have drawn down.

There are some 6,000 American troops, Defense Department civilians and contractors across Africa, an Army spokesperson told Military.com. About 3,400 of those people operate from Camp Lemonnier in Djibouti, which serves as the major hub for the U.S. military on the continent.

Abiy [Ahmed] won the Nobel Peace Prize for his reconciliation with Eritrea but has fallen out of favor with the United States, a longtime Ethiopian ally which voiced revulsion over the violence in Tigray, where US Secretary of State Antony Blinken has spoken of “ethnic cleansing.”

President Joe Biden’s administration as of January 1 booted Ethiopia out of a key trade agreement that allowed duty-free access, outraging segments of the growing Ethiopian-American community which said the United States was ceding influence to rival powers such as China.

Then, on August 2, the US special envoy to the Horn of Africa Mike Hammer, US Chargé d’Affaires in Ethiopia Tracey Jacobson and the European Union (EU) envoy Annette Weber, along with other Western diplomats, paid a visit to Mekelle and met TPLF leaders. Soon after this visit, which was criticized by the Ethiopian government, the TPLF began mobilization for war.

The Communist Party of Kenya (CPK) and the Zimbabwe Communist Party (ZCP) are deeply concerned with the decision of Zambian President Hakainde Hichilema to make Zambia a center for the operations of the United States military with the opening of an AFRICOM office in Lusaka. This does not, at least at this stage, mean that US ground forces will be sent to Zambia. It does mean that the USA will train and direct Zambian troops in its interests. The pattern in Africa is similar to that pursued by the USA in Latin America for 150 years in which a country would be effectively occupied by its own army on behalf of the imperial power.
