The draft paper’s remark that the EU and the US “do not always agree” on how to deal with China is an acknowledgment of how the European bloc’s official three-pronged strategy of co-operation, competition and rivalry with Beijing is less hawkish than bipartisan policy in Washington.

Karim Sadjadpour, a foreign policy expert at the Carnegie Endowment for International Peace, said: “Tony and Jake still believe in the idea of American exceptionalism.”

However, Mr Sadjadpour, who knows both Mr Blinken and Mr Sullivan, said they would instinctually veer away from military adventurism in favour of diplomacy and de-escalation. He added they shared Mr Biden’s belief that America “must lead by the power of its example not only the example of its power”.

Martin Indyk, a former US ambassador now at the Council on Foreign Relations, said the duo had learned to be “very wary of regime change” and would steer away from overthrowing governments.

Since 2 March, the Fed’s total assets have leapt by more than half. Since 2008, its balance sheet has grown to 30% of the size of the US economy. Central bankers seem confident their actions will find public approval. “A firefighter has never been criticised for using too much water,” the governor of the Bank of Canada said.

This confidence is misplaced. Both left and right have reason to welcome the Fed’s emergency intervention, but new money flooded into private capital markets will inevitably flow into the deepest pockets. And without strengthening the democratic legitimacy of this policy, and using it for socially transformative ends, the reaction will strengthen those who are antagonistic to the practice of government – the populist right.
