In the weeks before the U.S. election, Prince Mohammed’s side privately expressed willingness to accept most elements of a peace plan laid out publicly by Mr. Trump. It also required steep concessions from the Palestinians, like demilitarization and Israeli control of all security arrangements from the Jordan River to the Mediterranean Sea.
