U.S. Helps Pro-Ukraine Media Run a Fog Machine of War

As Congress debates major new funding to support the Ukrainian war effort, U.S. taxpayer dollars are already flowing to outlets such as the New Voice of Ukraine, VoxUkraine, Detector Media, the Institute of Mass Information, the Public Broadcasting Company of Ukraine and many others. Some of this money has come from the $44.1 billion in civilian-needs foreign aid committed to Ukraine. While the funding is officially billed as an ambitious program to develop high-quality independent news programs; counter malign Russian influence; and modernize Ukraine’s archaic media laws, the new sites in many cases have promoted aggressive messages that stray from traditional journalistic practices to promote the Ukrainian government’s official positions and delegitimize its critics.

The Maidan Revolution alumni now seem to be trying to devour even some of their own members. In mid‐May, Kiev mayor Vitali Klitschko charged agents of the SBU, Ukraine’s state security agency, had come to his apartment in what he denounced as a continuing attempt by his political rival, Zelensky, to put pressure on him. Earlier in May, the SBU, the state prosecutor’s office, and police carried out large‐scale searches of various units of the Kiev city government, accusing the local authorities of misappropriation of budget funds and tax evasion, among other offenses. Although Klitschko was one of the original leaders of the Maidan demonstrations, Zelensky apparently now regards him as an annoying rival, since the Kiev mayor was a close ally of former president Poroshenko.

France-based press watchdog Reporters Without Borders (Reporters Sans Frontières, or RSF) recently released its scores and rankings for international press freedom. In 2022, RSF gave Ukraine a score of 55.76 out of 100, placing it 106th out of 180 countries surveyed. In the most recent report, issued after over a year of war, Ukraine shot to 79th out of 180, with a new score of 61.19. This despite wartime measures that banned opposition parties, consolidated media under state control, and saw journalists’ speech chilled by unprecedented intimidation.
