Capital can be resilient. Far more resilient than many revolutionaries have anticipated. Marx predicted that communist revolutions would initially come in the countries where the productive forces are most developed. But save for the eastern part of Germany at the cost of a catastrophic war, none of the core imperialist countries have so far undergone such revolutions. In these places, capital has held on in the face of multiple world wars, depressions, and pandemics, allowing them to continue holding back revolutions in most other places through imperialist meddling.

In the era of rising multi-polarity, the imperialists seek to divide the globe into two worlds: the one where the NATO bloc’s “democracy” holds sway, and the one where China and Russia’s “authoritarianism” is in control. It doesn’t matter that the U.S. provides military assistance to three-fourths of the world’s dictatorships. Or that Washington is complicit in backing the atrocities of Nazi-aligned “democratic” regimes like the ones in Ukraine and Colombia. Or that the U.S. has the world’s worst prison system for human rights, an increasingly militarized and deadly police state, and a “democracy” which is a corporate-run farce. This idea that Washington leads the “free world” must be uncritically accepted, just like during the previous cold war.

NATO and its fascist partnered regimes are facilitating a process in Ukraine that can be compared to the rise of Nazi Germany. The difference being that Ukraine’s fascist regime isn’t going to start invading European imperialist powers, which in the long term will make this regime more sustainable than the Third Reich; whereas the Nazis went rogue and brought the wrath of the other imperialist powers, Ukraine’s Nazis have the reliable backing of the United States and its imperial collaborators.

While Harris clearly had a Freudian slip in that she rather flippantly revealed an unacknowledged truth about foreign policy — which is the fact that oil is the reason why America remains at war — it seems that from her perspective as a driver of imperialist machinations, this was a benign statement given our current situation. It appears to now be common sense among the imperialist technocrats that for capital to be preserved in the face of the climate crisis, wars are going to need to be waged for increasingly scarce resources like water, and that these wars will need to be tied into the near-future economic developments within the imperial center.
