From an obscure career in the US military, he has been receiving much air time from big Philippine media organizations since last year, touted as a “security analyst” and “expert on maritime issues.”

We have postponed the replacement of the BRP Sierra Madre for years, for fear of escalating tension at Ayungin Shoal. Now is the time to either construct a concrete facility or deploy a self-propelled oil platform inside the shoal as a permanent station for our troops; which should be far superior in terms of habitability, self-defense, and supportability. One thing that I’ve noticed about these pundits being quoted in the PH media, is that all of them have ties to the Stratbase Group, which includes the Stratbase ADR Institute and BowerGroupAsia. Both the Stratbase ADR Institute and BowerGroupAsia have connections to Ray Powell and the U.S. government.
MANILA — China’s hostile actions near Ayungin or Second Thomas Shoal on June 17 were “clearly not an accident and misunderstanding,” an American maritime security expert on Sunday said as he urged the Philippine government to be careful in its efforts to de-escalate the situation in the West Philippine Sea.
Former United States Air Force officer Ray Powell said China may see the de-escalation as an opportunity to reposition in its favor, just as it did after the 2012 standoff when it seized Scarborough Shoal, locally called Panatag Shoal and Bajo de Masinloc.

It also pulls the rug out from under President Marcos’ eloquent Shangri-La speech, which he gave before a global audience just three weeks ago in Singapore: “In our solid legal footing and through our clear moral ascendancy, we find strength to do whatever it takes to protect our sovereign home to the last square inch, to the last square millimeter … As President, I have sworn this solemn commitment from the very first day that I took office. I do not intend to yield. Filipinos do not yield.”
Powell and Carouso worked together at the U.S. Embassy in Canberra, Australia. They’re trying to “shape” the Indo-Pacific for US corporate interests and to provoke a war with China.

Carouso is also with BowerGroupAsia in Singapore. He formerly worked in the State Department and was a chargé d’ affaires at the U.S. Embassy in Canberra and the U.S. Mission to the Association of Southeast Asian Nations.

The Philippines is going all in with the United States and bracing itself against lost Chinese largesse. President Ferdinand Marcos Jnr will fly to Washington next month to attend the US-Japan-Philippines trilateral leaders’ summit. It will be his fourth visit to the US since taking office as president less than two years ago.
China on Tuesday accused the Philippines of deliberately ramming a Chinese Coast Guard (CCG) vessel in disregard of China’s repeated warnings, as four Philippine vessels illegally entered the waters adjacent to the Ren’ai Jiao of China’s Nansha Qundao.
CCG spokesman Gan Yu made the remark after the Philippine Coast Guard (PCG) said one of its ships was damaged on Tuesday in a collision with a CCG vessel and four Filipino crew were injured.
A Philippine civilian boat, escorted by two navy ships and two coast guard vessels, was on a monthly supply run to a small number of Filipino marines stationed on the ‘Sierra Madre’ – a warship intentionally run aground on the Second Thomas Shoal in 1999 in order to reinforce The Philippines’ territorial claims in the area.
I suspect that this incident was staged. Powell, from the DoD-funded Stanford GKC’s SeaLight (Project Myoushu), said that it was the same vessel that was damaged last time. FYI, I clipped this video before he started talking about the upcoming US-Philippine-Japan meeting to ‘strengthen military ties’.
On the other hand, the BRI (Belt and Road Initiative) donations of China alone that are reality– Chico River Irrigation Pump, Davao Bucana Bridge, Estrella-Pantaleon and Binondo-Intramuros Bridge, the ongoing Kaliwa Dam Project that would provide 600/mld (million liters per day) to drying Metro-Manila and hundreds other projects– already count billions of dollars, not to mention private investments like DITO Telecoms’ $ 3.9 billion investment in our telecom sector.
