The National Transportation Safety Board’s Response Operations Center received formal notification from the Aircraft Accident Investigation Board of the Civil Aviation Organization of Iran of the crash of Ukraine International Airlines flight PS752. Under ICAO Annex 13, the NTSB has designated an accredited representative to the investigation of the crash, involving a Boeing 737-800.
The NTSB continues to monitor the situation surrounding the crash and evaluate its level of participation in the investigation. As with any investigation in which the NTSB is involved, the agency will not speculate about the cause of the crash. Iran’s AAIB is the lead investigative agency and questions regarding the progress of the investigation should be directed there.

But five security sources – three Americans, one European and one Canadian – who asked not to be named, told Reuters the initial assessment of Western intelligence agencies was that the plane had suffered a technical malfunction and had not been brought down by a missile. There was evidence one of the jet’s engines had overheated, the Canadian source said.

Abedzadeh said that based on global aviation rules, it was the right of the country where air crashes occur to carry out the investigation.
“We will not give the black boxes to the manufacturer (Boeing) and the Americans,” Iran Civil Aviation Organization head Ali Abedzadeh said, quoted by Mehr news agency.
“It’s not yet clear which country the black box will go to for the investigation,” he added.
Following the crash of Ukraine International Airlines flight PS752 shortly after takeoff from Tehran on Wednesday, Iran said it had recovered the Boeing 737’s two black boxes.

The Boeing 737-800 is a very common single-aisle, twin-engine jetliner used for short to medium-range flights. Thousands of the planes are used by airlines around the world.
Introduced in the late 1990s, it is an older model than the Boeing 737 MAX, which has been grounded for nearly 10 months following two deadly crashes. Boeing built the aircraft that crashed Wednesday in 2016 and it last underwent routine maintenance on Monday, Ukraine International Airlines said.
A number of 737-800 aircraft have been involved in deadly accidents over the years.
In March 2016, a FlyDubai 737-800 from Dubai crashed while trying to land at Rostov-on-Don airport in Russia, killing 62 onboard. Another 737-800 flight from Dubai, operated by Air India Express, crashed in May 2010 while trying to land in Mangalore, India, killing more than 150 onboard.
Such 737-800s have been the subject of inspections since last year after airlines started reporting cracks in a part that keeps wings attached to the fuselage. Boeing said in October that airlines around the world had inspected 810 planes following an order from U.S. safety regulators. Of those, 38 planes — or 5% — had needed repairs, Boeing said at the time. It is not unusual for regulators to require inspections of a specific component or area for planes that have been in service a long time.
Chicago-based Boeing Co. was “aware of the media reports out of Iran and we are gathering more information,” spokesman Michael Friedman told the AP.
